After a 2 years delay because of the Corona virus this year we have confirmation. The Embassy has agreed to bring the "Passport Machine" to Edinburgh. Employees of the Consular Section will be able to take the essential bio-metric data. It will be happening from the 25th to the 29th of April 2022.
